Delhi Charter Township Assessing Department

The Delhi Township Assessing Department is dedicated to the establishment of fair, accurate and equitable property assessments for township residents and businesses.  We are committed to providing accurate property information to the various township departments, property owners, realtors, and private appraisers.  Additionally, this department is responsible for identifying the taxable status of each property within the township.  Each year, we prepare and submit reports to the State and County in accordance with Michigan's General Property Tax Law.

 

*Please note this statement from the Michigan Department of Treasury, State Tax Commission which was transmitted to Local Units of Government on December 28, 2017:

Public Acts 261-264 of 2017 were signed into law on December 28, 2017. P.A. 261-264 made several changes that affect both the Small Business Taxpayer Exemption and the Eligible Manufacturing Personal Property Exemption (EMPP).

P.A. 261-264 changes the deadline for filing the Small Business Taxpayer exemption to February 20, 2018 and changed Form 5076 from an Affidavit to a Statement. This allows the assessor to accept either a facsimile or electronic signature on Form 5076.

P.A. 261-264 also changed the statute to allow assessors to accept a postmark by February 20, 2018 for Form 5278 to claim the EMPP exemption. 

Finally, P.A. 261-264 changed the appeal procedure for both the Small Business Taxpayer Exemption and the EMPP Exemption. Taxpayers who miss the filing deadline for either exemption may file a late application directly with the March Board of Review.  The March Board of Review should grant the exemption as long as the taxpayer otherwise qualifies for the exemption. More detailed information including updated Frequently Asked Questions (FAQs) will be distributed in early 2018.

The Delhi Township Assessing Department utilizes a commercial printing service for the preparation and mailing of the Personal Property Statement and Small Business Taxpayer Exemption Affidavit.  Unfortunately the statements were printed and prepared for mailing prior to the Public Acts being voted into law, and therefore the Affidavit will reflect the previous due dates.  Our office will accept the statements as dictated in the new law. 

Please note that the local units of government have been advised by the State Tax Commission not to mail out the Eligible Manufacturing Personal Property affidavits (Form 5278) as it is the taxpayer’s responsibility to identify eligible property.  The Form 5278 can be found here.

Assessing Department Re-Inspection Program

The Delhi Township Assessing Department will be commencing work on its annual re-inspection program in a portion of the township's residential neighborhoods beginning in early May and continuing into the autumn months. The Michigan State Tax Commission recommends each local unit of government to re-inspect approximately 20 percent of each class of properties each year to assure accurate and equitable assessments.

Township assessing department staff will be visiting various residential neighborhoods throughout the spring, summer and into the autumn months. The employees will be wearing a visible Delhi township issued ID badge for identification purposes and will be going from door to door. An interior inspection and/or verification of information takes approximately 10 minutes and the exterior measurements should be verified. Postcards have been or will be sent to affected property owners.

For those property owners not at home, an orange door tag with a contact telephone number will be left. Those receiving a door tag are encouraged to call and schedule an inspection. If staff is unable to verify records an estimated assessment will be determined.
